Ahlan's ring is not meant to pick up. You just have to swim down close to it in order for the mission to update. By chance, did you check your mission tracker to see what it says, or go back to the NPC to check? Again, if there is truly a bug with this mission, then it won't be able to be fixed...

Everyone should be able to do at least the Ahlan's Wedding Ring mission because that one is open to all. The rest of the beginner's mission chain can only be done by a Toulan Born or Monrian Born. I'm not sure what the issue is, but it will be looked at and if anything needs to be done with it...
