I know that loot is managed, with a enourmous time spent balancing it, by MA but, can we get some rare drop of Tier 7 Component from a Toulan/DSEC mob?
So far, for that I know, this super rare component drop just from Phasm (Rocktropia/Calypso) with a rate of 0-8 pieces every 1200ped ammo (my standard run) and Primordial Longu (Calypso) same rate or lower. I never looted or had confirmation that any other mob from all universe drop Tier 7.
On Arkadia Moon, you can loot all Tier component even 10 except 7 and I hunted there a lot, since I opened all the repetable missions for the 4 mobs.
On Arkadia/Cyrene I never hunted so much so but at the same time I didn't receive any feedback about Tier 7 drops from friends.
On Next Island Tier drops go from 1 to 6. Don't know about "new" Moloch instances, but I don't believe that Tier 7 is available there, I would already know it, since some friends made the tents there, and are camping them since the start.
To make it short, if you can, ring the door bell of MA and ask for Tier 7
