Toulan BP stacking amount

Hello Dev team,

In my [Toulan Blueprints] book I can only stack [Sahra MK3 (L) Blueprint (L)] and [Sahra MK4 (L) Blueprint (L)] up to 100 bps.

Is this normal ?
