Everyone should be able to do at least the Ahlan's Wedding Ring mission because that one is open to all. The rest of the beginner's mission chain can only be done by a Toulan Born or Monrian Born. I'm not sure what the issue is, but it will be looked at and if anything needs to be done with it...
