You have to get the NawaCore MK2 and then MK3 before you can even take the Toulan Citizenship Mission from the NPC Haneen at the Citadel on Toulan, and then you can only work on your citizenship during the monthly Toulan event ... it will take about 3 monthly events, maybe longer before you'll complete the mission ... it's not a quick process.
