I believe Almond is a Monrian Born from quite a while ago, so he should be able to do the full new player mission chain on Toulan ... perhaps he missed something in between.

I'll just say this ... Ant is constantly reviewing Toulan resources and making decisions on how best to give them purpose so that it affects the Toulan economy in a positive way. He also looks for ways to give lower level players, and especially our new players (Toulan Born and Monrian Born)...
