You can buy them from an npc at the dam cliff outpost. You have to buy it once with mirsal tokens. Once you have it you don't have to buy it anymore.

Unfortunatly this is an ongoing issue that is present from long before VirtualSense took over develepment on Toulan. Your are taking the right action reporting it here. This happens on a regular basis after server maintenance and resets. Lets hope on day it will be fixed permanantly , but until...

Maybe loot gets readjusted because there is supposed to drop something of x value. The x was never added. Just a tought i had.
