I registered as a monrian last year around September-October. Can I use the flight program or should I pay a fee of 7 ped?

As a Monrian Born, your free space travel benefit is for life ... make sure you sign up to be added to the Yamato guest list if you're not already on it.

Yes you can, because Calypso is the planet we go to after Arkadia, so we can pick you up from Arkadia and transport you to Calypso during the warp schedule. Here is a link to our Warp Schedule.
