A Spell from ElderGods becoming lootable intentional or bug. Also what was it for?

It was lootable originally, just got moved to proper section.

It is part of A Stranger in the Woods starter mission.

I believe it was confirmed that it will have no future use. (I could be wrong on this, best to save just in case)
